Dear Mayor and City Planners,

... We need proof - measurable and quantified - that spreading addicts throughout Vancouver is good for its citizens. That happy, healthy, lower crime outcomes are assured&.. I am outraged at this clandestine plan that, if pushed forward, will permanently damage my neighbourhood long after you are out of office.
